PUBLIC: the value travels beyond a private transaction.

Public does not have to mean government-owned, outdoors, or available to everyone without restriction. It means the work creates identifiable value beyond a single private exchange between buyer and seller.

That value might reach a neighborhood, audience, institution, cultural community, archive, field of study, visitor population, or future public. The work may document a disappearing practice, create a shared encounter, interpret a place, preserve testimony, or generate knowledge that remains useful after its first presentation.

A public commission begins by naming that wider beneficiary. It asks what becomes possible because the work exists—and who is responsible for helping create the conditions for it.

SIGNAL: the work leaves meaning behind.

A signal is more than scheduled activity. It carries information, feeling, memory, perspective, warning, evidence, invitation, or cultural recognition. It gives the public something to encounter and gives the institution something more durable than a temporarily occupied calendar slot.

Possible signals include cultural documentation, public experiences, community activation, research, interpretation, archives, media, public knowledge, and cultural artifacts. The form follows the purpose. A signal could be a brief performance, an oral-history record, a public listening room, a field archive, a short film, or a research-led installation.

The standard is not size. The standard is consequence: what does this make visible, possible, recoverable, or newly connected?

COMMISSION: the cultural worker is intentionally resourced.

A commission is not permission to work for free. It is an assignment with an identified purpose, responsible parties, scope, budget, authority, rights, timeline, and intended public result.

The worker may be resourced for labor, perspective, methodology, creative capacity, relationships, research, direction, production, or documentation. Payment is not a charitable gesture after the concept is approved. It is part of the infrastructure that allows the concept to be developed responsibly.

A useful commissioning conversation names the beneficiary, desired consequence, operating conditions, available resources, and record that should remain. Those answers determine the appropriate form and collaborators.

That earlier participation creates room for permissions, accessibility, safety, documentation, artist fees, production reality, and public purpose to be designed together. It lets the institution receive work made for its actual context rather than treating culture as decoration imported at the end.

Public Signal Commission is therefore not a decorative label for an event. It describes a funding and responsibility structure.
